The eyes of the dogs are not that of a dog, it resembles more of a human eyes. That was what made Katniss uneasy. Cato threatens Katniss that if she killed him, Peeta would also perish together with him. He was shot in the hand by Katniss, after which he lost his balanced and fell of the cornucopia. The Gamemakers wanted the dogs to torture Cato as a form of entertainment for the audience to see.
