Technical review committee manual

Like all cities, Charleston has a set of laws established by City Council that are intended to protect the health and safety of citizens. These laws often are also for the purpose of improving the quality of design and construction in Charleston. Since there are multiple City departments responsible for administering these laws it is beneficial to have development review coordinated to avoid confusion and delay.

That is the purpose of TRC. Plans for TRC staff reviews are to be provided digitally; paper submittals will not be accepted. Please note, 50MB is the maximum file size that can be received via email; contact staff directly to discuss larger files.

Non-compliant or incomplete submittals will not be accepted. Once a submittal is accepted and the required fees are paid, the project review will be added to a TRC Meeting Agenda per the Application Matrix. Agendas are available prior to the meetings and results are available following the meetings.

Click on the appropriate time period, in the Meeting Documents box to the right, to view the agenda in PDF format. Paper copies of all agendas are also available for public viewing in the Planning Department from 8 am to 5 pm Mondays through Fridays. Items Eligible for a Meeting A site plan or preliminary subdivision plan can be placed on the agenda for TRC action once the plan has received "Approved" or "Conditionally Approved" status from all assigned review points, all conditions have been satisfied, and five full hard-copy plan sets along with any outstanding review or landscaping fees have been received by 2 pm on a given workday.

The plan will then be placed on the agenda for the TRC meeting to be held on the following business day. Sketch plans can be scheduled for a discussion during a TRC meeting five working days after their submittal. Recommendations on other matters can be scheduled as the need arises. Meeting Schedule TRC has the ability to hold meetings on any working day in order to take action on a plan.
