That's exactly the answer I was searching for! The cfg files act pretty much the same as if you typed in all the commands into the console really quickly. So you could use the console to make sure what you're attempting works as expected, then use the same commands in the cfg file. If you want to easily run the file you created, you can bind it to a key. The config folder? Or does it really matter? I really need help on the location of where to put the file, guys.
Look in the section "Find and delete the old configuration files" but obviously, don't delete the configuration files. Things you place in the HL2:ep1 cfg directory will also be seen by HL2:ep2.
